Human Resources Consultative Services for Members

During these difficult economic times caused by the COVID-19 Pandemic, businesses find themselves with a wide array of questions surrounding the Human Resources issues they face.

To help answer those questions, the Hanover Area Chamber of Commerce has partnered with Leslie Bell of Elsner Bell & Associates, LLC. As a seasoned HR consultant, Leslie will be available to answer calls related to COVID-19 for businesses as they navigate issues such as:

  • the newly enacted Paid Emergency Leave

  • the expanded Family and Medical Leave Act (FMLA) known as the Public Health Emergency Leave (PHEL)

  • issues surrounding unemployment that arise from layoffs and furloughs

  • questions an employer may ask employees regarding their health that do not violate the Americans with Disabilities Act (ADA)

  • other employment issues related to COVID-19

This HR “hotline” service will be available to members of the Hanover Area Chamber of Commerce on Tuesdays, Wednesdays, and Thursdays between 10:00 a.m. and 12:00 noon by either calling (717) 848-5288 or sending an email to: Lbell@ElsnerBell.com to schedule time for a call. We will offer this service during the month of April and determine if more hours may be needed beyond the end of April.  

Our experience during this crisis has been that businesses tend to have a question that may require 15 minutes up to an hour to talk through an issue specific to their circumstances. Members of the Hanover Area Chamber of Commerce who take advantage of this service will be invoiced through the Chamber in increments of $30/quarter hour of HR consulting service. We are here to answer your practical questions as you navigate this new landscape.
